LOBOS POLICY No.1
PURPOSE:
To define guidelines for fundraising activities for the CSA LOBOS Committee
and the individual
LOBOS club teams.
SCOPE:
The LOBOS Mission Statement, Part 2, CSA Bylaws,
Article X and LOBOS Policy No. 11, paragraph D (2) apply.
AUTHORITY:
The Fundraising Coordinator is the approving authority for individual
LOBOS teams. The LOBOS Committee will approve
Committee fundraising efforts by simple majority vote.
Discussion
: The LOBOS Mission
Statement, Part 2 states: “We commit to enhancing our community by being
good neighbors.
We,
at all times, promote the image of Collierville by our
character.”
The LOBOS Policy
No. 11, paragraph D (2), further states: “Each player shall exhibit
proper behavior
while representing the club on the field at tournaments, games or
any club or
Association function. ”
From these statements we derive guidelines for any fundraising efforts
by the LOBOS Committee or
individual teams. The LOBOS name and approved logo is
proprietary to the LOBOS Committee and use of either must
be in accordance with this policy.

The primary rule of thumb used by the LOBOS Committee
to determine propriety of a specific fundraising effort will be
if it is appropriate for the school environment. If a particular
fundraising concept would not be allowed by the public schools then
it is not appropriate for the LOBOS.
- If a fundraising effort
reflects poorly on youth sports in any way by association with sponsors/donors
not usually identified
with legal activities by minors then that effort is not approved.

- Fundraising efforts
using the LOBOS name/logo must first be brought to the attention
of the Committee Fundraising Coordinator or LOBOS Chairman in his/her
absence. The fundraising authority for the individual teams is the
Fundraising Coordinator. Should a dispute arise between a team and
the Coordinator that dispute should be resolved at the next monthly
meeting of the LOBOS Committee.

Facilities Responsibility
- The LOBOS practice fields at Harris, W.C. Johnson and Progress
Road Fields have lighting capability. The electrical power to
light those fields is supplied by the Town of Collierville at taxpayer
expense. Most Lobo fields are also equipped with rest room facilities.
- In accordance with the LOBOS Mission Statement, paragraph
two, we have committed to being good neighbors to the Town of Collierville.
Good neighbors are considerate and responsible.
- LOBOS Coaches have the responsibility for turning on and securing
field lighting. Coaches are also responsible for opening and
securing rest room facilities.
- LOBOS Coaches may delegate these duties to team managers or parents
but remain responsible.
- The LOBOS Committee Vice-Chairman will maintain a key log to record
key assignments and will be responsible for disbursing and collecting
keys as necessary.
- In case of loss or failure to bring keys to games coaches must
notify the LOBOS Committee as soon as possible.
COMPETITIVE
TRYOUT POLICY
Section
A
1. Lobo spring
tryouts are open to any child eligible for membership in the Tennessee
State Soccer Association.
2. Lobo spring
tryouts are for the purpose of determining if a player has the ability
to play soccer at the competitive level. Each player will be evaluated
on level of skill, ability and athleticism.
3. The number
of teams formed after each tryout depends on quantity and ability of
players who attend tryouts. Lobos will not form uncompetitive teams
nor put non-competitive players on a team.
4. At least
one LOBOS Committee member will attend each tryout to register players,
distribute the parent information package and answer questions from
the parents. The parent information package will include, as a minimum,
the Lobo Mission Statement, Policies and Procedures, any information
relating to Lobo discipline policy and an approximate season cost structure.
Our goal is to give parents, especially parents new to the Lobos, sufficient
information about our organization before they commit to us.
5. No guarantees
are given or implied that a child will be selected for any team from
year to year. No guarantees are given or implied that a child will
play for a specific Coach/Assistant Coach from year to year. If a
child will miss tryouts due to unavoidable circumstances, the parents
must contact the coach, Development Director or Committee Chairman prior
to tryouts to arrange another opportunity for the child to tryout.

7. Conduct
of the open spring tryouts will be determined by the Coaches and Development
Director at their mandatory meeting two months prior to tryouts. To
the maximum extent possible tryouts should occur in sequence by age.
Tryouts should not be sequenced to encourage and abet playing up.
8. To the
maximum extent possible, Division Three teams will consist of Collierville
residents. If there are not enough Collierville children having competitive
abilities to complete a Division Three roster after tryouts, coaches
will then consider all non-Collierville children with competitive abilities
who attended tryouts for selection. If not enough children are available
from open tryouts, the coaches may then search for additional children
with competitive abilities to complete their roster.
A goal of our organization is to provide Collierville children with
competitive skills the opportunity to play competitive soccer .
If our best efforts fail to attract sufficient numbers of competitive
players from Collierville to tryouts, then we will try to find competitive
players from outside Collierville.
9. The same
principle in paragraph 8 applies to Divisions One and Two, although
the percentage of non-Collierville children will most likely be greater.
In all cases, the LOBOS Committee must be able to justify to the Collierville
Parks and Recreation Department Director the selection of any
non-Collierville child. The ability to have non-Collierville
children help the Lobos fill rosters should not be considered
relief from the LOBOS Committee’s obligation to devise
player development programs to fill the Lobos needs with Collierville
children.
10. Within
seven calendar days after roster selection, all children
who attended the tryout will be notified by the Coaches by phone of
their status. Notification of children not selected will be divided
equally among the head Coaches for that year group, not left to the
Division 3 Coach.
11. Prior
to tryouts, coaches are responsible for clearly defining
their goals for the team they will be coaching. Any changes in Division,
upgrades in tournament quality, increases in practice frequency or change
in the level of commitment must be communicated to parents to allow
them to decline being chosen for a team whose commitment level is too
high or too low. The Coaches must address these issues with players
and parents before the tryout begins.
12 Spring
tryout player evaluation sheets are property of the LOBOS Committee
and are only viewed by the CSA Development Director,
evaluating Coaches,
and the LOBOS Committee.
13 The
Competitive Committee will meet after the conclusion of each day’s session
to recap attendance and discuss team options for consideration. The
Development Director will present team formation options under consideration
for discussion.
14 Upon
completion of tryouts, prior to finalization of rosters and extension
of bids, the Competitive Committee shall meet to discuss team formation
options with the Director of Development. Based upon the number of
resident players available and the thoughtful input of the Development
Director, these options may include formation of designated “developmental
teams”, double roster and or formation of provisional teams. Based
upon the discretion of the Competitive Committee, with input from the
Development Director, additional tryouts may be held where necessary
and practical.

2. Winter
tryouts are generally for the purpose of expanding team rosters where
appropriate. Tryouts may be held in age brackets, where roster space
exists, at the discretion of the individual team coach and the Development
Director.
3. LOBOS
may hold open tryouts, at the discretion of the Competitive Committee,
for JR LOBOS and U-10 age groups with the intent of forming additional
teams.

LOBOS Committee

Development
Director Responsibilities
1. Conduct
mandatory Coaches tryout meeting at least two months prior to first
tryout to determine tryout conduct. Review CSA LOBOS Policy No. 5.

nets, balls, and cones, evaluation forms.
3. Monitor
tryouts for compliance with policies and procedures.
4. Arrange
for adequate staffing of tryout to provide the evaluating Coach(es)
minimum distraction.
Team Coach
Responsibilities
1. Notify
Development Director and LOBOS Committee of plans for significant changes
for their team from the previous year, i.e. next higher division, larger
roster, higher quality tournaments, etc.
2. During
introductions to the players remind them tryouts are open and no guarantees
have been given to players from the previous years’ team. Selection
for next years’ team depends on performance at tryouts. Determine
if any player has an injury that might hamper performance.
3. Ensure
each player has shin guards and appropriate shoes (no sneakers allowed).
4. Document
each player’s performance using the approved evaluation form.
5. Prior to
the tryout begins communicate, in verbal or letter form, to the parents
your goals and expectations for the coming year. Explain the level of
commitment, changes in Division, quality of tournament, etc.
6. Select
team, set up mandatory player/parent meeting and notify LOBOS Chairman
of date.
7. Do not
practice or play team until properly registered with CSA and TSSA.

CSA LOBOS Policy No. 6 ensures
uniformity in the selection of a uniform package for all LOBOS teams
from a single source and will assist in adherence to our LOBOS Mission
Statement that economy for the majority be a primary consideration without
compromising quality or suppressing innovation.
- The single source uniform vendor will be selected by the LOBOS
Uniform Sub-Committee and approved by the LOBOS Committee consideringdiscounts,
coach packages, availability, etc.
- All uniform items worn by LOBOS teams must utilize the red/royal/whitecolor
scheme.
- The official club logo/emblem/insignia will be used on all apparel
and accessories. No other names or affiliations will be printed on
any item worn or carried by a LOBOS team. The only current exception
is Club Sponsor patches.
- All LOBOS uniform apparel and accessories ( jerseys, shorts, socks,windsuits
and bags ) for each team will be selected from an approved list of
choices provided by the Uniform Sub-Committee. Each team will LOBOS
one main jersey and up to two alternate jerseys from the approved
list.
- Each team must have a Uniform representative, not necessarily the
teammanager, responsible for ordering all uniforms and accessories.
The Uniform Sub-Committee is responsible for scheduling and conducting
a training/information meeting with all team Uniform representatives
as soon as possible after new teams are formed each spring.
- All uniform/accessory stitching will be arranged by the team representative.
- All equipment supplied by the LOBOS Committee to the teams is the
responsibility of the LOBOS Committee Equipment Coordinator.
- The Uniform Sub-Committee is responsible for vendor coaches packages,
patches or Miscellaneous uniform items.
- One-season teams may rent uniforms, which will be the property
of the LOBOS Committee. The Uniform Sub-Committee is responsible
for purchase, issue, receipt and custody of rental Uniforms.

- The LOBOS Committee will form a Conduct and Discipline Sub-Committee
to manage matters demanding immediate attention when it is impractical
or untimely to call a full LOBOS Committee meeting. All actions
of the Conduct and Discipline Sub-Committee are subject to review
by the LOBOS Committee. The Conduct and Discipline Sub-Committee
has the authority to impose any penalty up to and including suspension
for up to 30 days or until the next meeting of the LOBOS Committee
meeting, whichever occurs first.The Conduct and Discipline Sub-Committee
will consist of the LOBOS Chairman, Vice-Chairman, Secretary and
Treasurer. The Collierville Soccer Association (CSA) President
may sit on the Sub-Committee with full voting rights if any one
of the four designated members cannot attend. The Collierville
Parks and Recreation Director will be notified of any meetings
of the Conduct and Discipline Sub-Committee and may provide a
representative to attend if so desired.
- RULES of CONDUCT
- Rules of conduct and discipline will be developed by the
LOBOS Committee.
- Each person or group listed below is subject to the CSA LOBOS
Committee rules of conduct and discipline:
- LOBOS players including all guest players
- Coaches, assistant coaches and managers
- Spectators including parents and other family members
- LOBOS Referees
- All CSA officials
- Any of these individuals or groups determined by proper authority
to have violated the letter or intent of the CSA bylaws or LOBOS
Committee Policies and Procedures will be subject to disciplinary
action by the LOBOS Committee Conduct and Discipline Sub-Committee,
CSA LOBOS Committee and/or CSA Executive Board.
- DEFINITIONS
- Probation is defined as a period in which an offender’s
fitness for membership in CSA or active status on a team is
tested.
- Suspension is defined as no participation in the areas in
which one is suspended whether as player, coach, assistant
coach, team, parent, spectator or association official.
- Suspension of a player is defined as suspension from any
competition, for any team on which the player is rostered, for
the time period specified.
- Suspension of a coach/assistant coach is defined as
suspension from coaching any association team by the offending
coach/assistant coach for the time period specified.
- Suspension of a team is defined as suspension from
any association/TSSA sanctioned competition for the time period
specified.
- Dismissal is defined as loss of membership in the Collierville
Soccer Association.
- CLASSES OF MISCONDUCT
Actions and conduct considered inappropriate by the LOBOS Committee
have been designated by class:
- Class 1
- use of profanity by word or sign
- inciting disruptive behavior
- making insulting or derogatory remarks or gestures
about any individual or group at any time
- Class 2
- making threats
- making threatening gestures
- second Class 1 offense
- Class 3
- physically striking a player or fighting with a player
before, during or immediately after a game
- second Class 2 offense or three or more Class 1 offenses
- Class 4
- physically pushing or striking a coach, assistant
coach, team manager, spectator or association official
- vandalism
- willful or malicious destruction of property
- coach, assistant coach, team manager or spectator
removed from the field/complex area by a referee
- second Class 3 offense or three or more Class 2 offenses
- Class 5 - As defined in USSF Rule 3042 (Misconduct of Game
Officials)
- PLAYERS
- A player found guilty of misconduct as classified is subject
to minimum disciplinary action as follows:
- Class 1 - 1 game suspension or letter of reprimand
- Class 2 - 2 game suspension
- Class 3 - 3 game suspension
- Class 4 - indefinite suspension as determined by designated
authority
- A player receiving ejections is subject to minimum disciplinary
action as follows:
- 1 ejection - miss the next game for all association teams
on which rostered
- 2 ejections - miss the next two games for all association
teams on which rostered
- 3 ejections - miss the next three games for all association
teams on which rostered
- 4 ejections - suspended for the remainder of seasonal year
- NON-PLAYERS
- A coach, assistant coach, team manager, spectator,
referee or association official found guilty by proper authority
of misconduct, as classified, is subject to minimum disciplinary
action as follows:
- Class 1 - one game suspension and/or letter of reprimand
- Class 2- two game suspension, letters of reprimand and
warning
- Class 3, 4, or 5 - indefinite suspension or dismissal as
determined by proper authority
- TEAMS
- Each team and its coach are responsible for the actions and
personal conduct of all persons involved with the team including
players, coach, assistant coach, team manager, parents,
family members and spectators
- Each team and its coach are responsible to ensure actions
of the team and all persons involved with the team both on and
off the field do not bring discredit upon the team, the Collierville
Soccer Association or the Town of Collierville.
- Each team and all persons involved with the team are required
to conduct themselves in a sportsmanlike manner under all circumstances
and to exhibit appropriate behavior before, during and after
games, in and around lodgings, and on any other occasionswhen
the group could be identified as a team.
- For teams whose general conduct is determined by a disciplinary
review by the LOBOS Committee to be unsatisfactory the following
disciplinary actions may be applied according to the principle
of progressive discipline, severity and frequency of incidents
of misconduct
- Letter of reprimand to the coach and/or team
- Team suspension for a period of time with all games scheduled
for that time to be forfeited. The team will assume
responsibility for payment of all bond penalties/loss of deposits
etc.
- Denial of permission to travel intra/interstate for specific
competitions.
- Removal or suspension of the team coach or manager
- Team disbandment
- Fines
- Each coach has the authority to remove players/families from
active status on their team who are disruptive to the team environment
and whose continued presence is considered detrimental to the
team
- Disruptive behavior must be brought to the attention of
the offending player/family. Such behavior must be noted in
written form with the family. The coach is responsible for
such communication and documentation must be maintained with
a Family Counseling Form. A signed copy remains with the player/family
and one forwarded to the Director of Development. The coach
will retain the signed original. (Enclosure 3)
- If the player/family continues to be disruptive to the
team the coach may place the player/family in a probationary
status that has very specific conditions of improvement listed
on the Disruptive Behavior Probation Form. That document must
be signed and retained by the player/family and a copy
forwarded to the Director of Development and LOBOS Committee
Chairman.(Enclosure 4)
- If the player/family continues disruptive behavior after
being placed in a probationary status the coach may then remove
the player/family from active status on his team using the
Notification of Removal from Active Status Form (Enclosure
5). The original signed form will be retained by the coach.
A copy of the form will be forwarded to the player/family
, the Director of Development and LOBOS Committee Chairman.
- The CSA LOBOS Committee will review the coaches decision
and all progressive counseling documentation along with statements
from any concerned party from the team and recommend action
for the CSA Executive Board. The CSA Executive Board
will determine whether to return the player/family to active
status on the team or uphold the coach’s decision. If
the CSA Executive Board upholds the coach’s decision the player/family
will be removed from the roster of that team. The player/family
is eligible for membership on other appropriate CSA LOBOS
teams if those coaches desire to roster that player. Team
account balances will not be refunded but may be transferred
to another team account. The player is eligible to attend
the next Spring Tryouts.
- In the event the player/family wishes to appeal the decision
of the CSA Executive Board the family should contact the Collierville
Parks and Recreation Department Director.
- PROPERTY DAMAGE
- A player or team responsible for accidental or willful property
damage is required to pay all lawful claims within 45 days of
receiving said claim
- If claims are not paid within the prescribed time period,
the player or team will be placed on travel restriction until
all claims are paid in full.
- Reinstatement of travel privileges will not be considered
until proof of payment is made to the LOBOS Committee.
- DOCUMENTS AND FUNDS
- Individuals or groups found to have committed the following
acts are subject to disciplinary action by the LOBOS Committee:
- Falsification of documents including but not limited to
registration data, birth certificates, player cards, rosters,
insurance claims or proxies
- Allowing unregistered or ineligible players to participate
in games
- Misappropriation or mishandling of team or association
funds
- The disciplinary actions listed below shall be applied by
the LOBOS Committee according to the severity and frequency
of the offenses:
- Letter of reprimand with a copy to the CSA Executive Board
and Collierville Parks and Recreation Department Director
- Suspension for a specific period of time
- Suspension from specific competitions
- Loss of travel privileges
- Fines
- Dismissal from the association
- Supporting Forms and Documents
The LOBOS Committee will use five forms/documents to support the
Conduct and Discipline Policy.
- A Player/Parent Acknowledgment Form will be signed
by both Parents/Guardians and the Player before being rostered
on a LOBOS team. The player is considered ineligible until
the LOBOS Registrar(s) have the original signed Form in their
possession. A Player from another organization may not guest
play on a LOBOS team until the LOBOS Registrar(s) have this
form. (Enclosure 2)
- A Coaches Conduct and Discipline Report Form will be used
by the Coach to report breaches of the Conduct and Discipline
Policy by players, parents, spectators, and coaches of the
LOBOS organization. It is assumed that Coaches will exhaust
other methods of progressive discipline before resorting to
an official Conduct and Discipline Report to the Conduct and
Discipline Sub-Committee. Of course, if a violation of the
Conduct and Discipline Policy is severe or damages the image/reputation
of the Collierville Soccer Association and the Town of Collierville
progressive discipline is not expected. (Enclosure 1)
- A Family Counseling Form will used by the Coach to document
behavior(s) the Coach feels is/are disruptive to the operation
of theteam and must be corrected if the player/family is to
remain members of the team. A signed copy will remain with
the player/family and the Coach will forward a copy to the
Director of Development. The coach will retain the signed
original form. (Enclosure 3)
- A Disruptive Behavior Probation Form will be used by the
Coach if a player/family continues behavior noted in a Family
Counseling Form. The maximum length of probation is to the
end of the Spring Soccer season. The signed original form
will remain with the player/family and the Coach will retain
a copy and forward a copy to the Director of Development.

- A Notification of Removal from Active Status Form will
be used by the Coach in the event a player/family violates
conditions set in the Disruptive Behavior Probation Form.
A signed copy will remain with the player/family and the Coach
will forward a copy to the Director of Development who
will notify the LOBOS Committee Chairman. (Enclosure

Double Rostering/Transfer
of Players
- A player selected for a competitive team is expected to honor his/her
commitment to that team for 1 (one) seasonal year ( fall and
spring season ). The player may not transfer to, or register
with, any other LOBOS team during this period unless all of
the following conditions are met: he player submits his/her
written request for the transfer/double roster to both coaches involved
with the transfer/double roster.
- Both Coaches provide written approval to the Development Director
that the transfer/double roster is in the best interest of
the development of the player.
- The transfer/double roster of the player will not be detrimental
to the original team.
- The Development Director provides documentation, to the
Lobos Committee, approving the transfer/double roster.
- The player pays all additional fees associated with the transfer/double
roster. Before a player transfers to another team the player
must pay any outstanding balances to the original team.

REFUNDS
OF LOBOS FEES
Purpose:
To clarify the policy of refunding LOBOS fees.
Discussion:
There are situations that arise where LOBOS families
are due refunds of
LOBOS
fees that have been collected. There are also situations that arise
where
families want refunds of LOBOS fees but are not due a refund. The
LOBOS
Committee must keep in mind their fiduciary responsibility to
maintain
the solvency of the club yet refund fees when it is warranted.
Some
fees may or may not be pro-rated.

No refunds will be made after the fall season starts
without the situation being presented to the LOBOS Committee for determination.
The fall season begins with the commencement of practice for that particular
team.

If a refund is requested after the official team roster
is submitted to the Tennessee State Soccer Association but before the
start of the fall season, a $40.00 fee will be kept for administrative
purposes and the balance of payment/s refunded to the family.

The primary reasons for refunds of player fees are extended
illness, long-term injury and family relocation.

LOBOS CLUB OPERATIONS DISCUSSION
It was decided, by unanimous
vote, at the November 1998 CSA membership meeting to restructure the
existing CSA, Recreation, Developmental and LOBOS Bylaws. The
requirement for any bylaw change to be approved by the Executive Board
restricted the Committees from acting expeditiously and efficiently
at times. Executive Board members were being required to approve/disapprove
necessary changes they had no overriding reason to influence.
The Executive Board requested
the CSA Bylaws be changed to that necessary to regulate the overall
Association, not the individual Committees. All current CSA bylaws
effecting individual Committee operations were to be placed in Committee
Policy and Procedure status that could be changed by the Committees
as needed.
What existed as LOBOS Club
Bylaws prior to this date will now be restructured to a Policy and Procedure
format. Certain parts of the old LOBOS Club Bylaws will detached
to be included in applicable Policies and Procedures that are currently
in effect. All references to coaches will be placed in a new comprehensive
policy due the change in coaching structure and philosophy that has
occurred. Sections that are already regulated by CSA Bylaws will
not be duplicated in this policy. What remains will be the basis
for the Operations Policies and Procedures.
Policies and Procedures

- The Collierville Soccer Association will operate a LOBOS
Club for players from the Association with advanced abilities who
wish to compete at a higher level of play. The club name will
"LOBOS" or Lady LOBOS" followed by the year group designation.
The club will enter teams in TSSA Divisions 1,2 or 3 and tournament
play. The LOBOS club will operate as a division of the Collierville
Soccer Association in accordance with the CSA Bylaws. The
LOBOS club will sanction teams starting with the U-10 age group
up to the U-19 age group for boys and girls.
- The LOBOS Committee will include:
- The Chairperson shall:
- Be responsible for the overall operation of the LOBOS club
and shall preside at all LOBOS Committee Meetings.
- Schedule LOBOS Committee meetings as needed to efficiently
operate the LOBOS program.
- Serve as LOBOS Commissioner of the CSA Executive Board and
provide regular reports concerning LOBOS club operations.
- The Vice-Chairperson shall:
- Succeed to the duties of the Chairperson in his/her absence
or at the Chairperson's discretion.

- As soon as possible after tryouts, each team will choose
an individual other than the coach/assistant coach to serve as
the team manager. Team managers will be responsible for
team administration. Managers will ensure their team is
represented at LOBOS Committee meetings as requested by the LOBOS
Committee.
- Players
- All players who are selected for LOBOS teams are expected to
maintain a high level of dedication and sportsmanship. Players
who are selected for a LOBOS team are expected to strive to obtain
the highest level of skill possible through attendance at all
team practices, camps or other training sessions. However,
it is Association policy that school work or related studies take
priority over all soccer activities.
- Each player shall exhibit proper behavior while representing
the club on the field at practices, games or any program or Association
function. Any breaches of proper behavior will be dealt with in
accordance to current discipline policy. A player may be
dismissed only if corrective actions have failed and two-thirds
LOBOS Committee members vote for dismissal. Dismissed players
will not be entitled to refund of paid fees.
- LOBOS team coaches are exempt from the CSA participation rule
but must endeavor to give each player reasonable playing time
commensurate with the player's efforts and dedication to the team.
- LOBOS players may not register on CSA Recreation teams.

COACHES
Discussion
Given the restructuring and
philosophical changes to the LOBOS coaching staff and the rewrite of
the CSA Bylaws (mandated at the November 1998 membership meeting) it
is necessary to combine all old Bylaws, Policies and Procedures relating
to coaches into a comprehensive document.
The increase in coach's salaries,
responsibilities and structure demands more accountability of the coaches.
Obligations of the coaches to the club and the club to the coaches must
be detailed.
Exclusivity
- LOBOS coaches and assistants are expected to commit their
coaching exclusively to their assigned duties with the Collierville
Soccer Association. LOBOS coaches will not be on payroll with
any other non-scholastic youth soccer programs nor will they be mentioned
as staff in any documents from other non-scholastic youth soccer programs.
Existing situations at time of approval of this document must be terminated
prior to tryouts for the 1999-2000 season.
- Due to the time commitment expected of paid LOBOS coaches they
will not serve as volunteers in any CSA administrative position.
Coach Selection
- Individuals who wish to coach a LOBOS team will submit a resume
to the Director of Player and Coach Development and LOBOS Committee
at least one month prior to scheduled tryouts. Candidates must
comply with CSA/affiliate licensing requirements and must demonstrate
the ability and have the time and resources to coach a LOBOS team.
- Prior to tryouts the LOBOS Committee will review each candidate's
resume, review Development Director recommendations and conduct optional
interviews of each candidate. After the review process is complete,
the Committee will vote to select each coach.
- Assistant coaches may be selected by the coach but must meet all
CSA/affiliate licensing requirements and be able to conduct practices
and games in the coach's' absence.
CSA/LOBOS CLUB OBLIGATIONS TO COACHES
- 1. LOBOS coaches will be paid for a 10 month period beginning August
1st and ending May 31st to coincide with the LOBOS seasonal year.
Coaches will be paid according to the salary structure submitted to
the Committee and approved March 9, 1998 (Enclosure 1). Adjustments
to the salary structure, either up or down, must be approved by the
LOBOS Committee. The CSA Executive Board will be responsible
for payment of LOBOS coach salary and any tax notification requirements.
Individual LOBOS teams will fund part of the travelling expenses of
the head Coach for out-of-area tournaments (up to a minimum of $100
per out-of-area tournament). The children of LOBOS head coaches
will have their LOBOS club fees paid by the club. Individual
team fees for the children of LOBOS head coaches are the responsibility
of that head coach.
- The Director of Player and Coach Development will determine minimum
administrative requirements to support coaches to effectively lead
their teams and develop themselves. The LOBOS Committee will
support those administrative requirements financially. The Director
will consult with the Committee to outline or change these requirements.
- The LOBOS Chairperson and Director of Player and Coach Development
will ensure coaches are given knowledge of all Bylaws, policies and
procedures that affect them.
- The LOBOS Committee will provide funding for tuition for at least
one coach per year to attend a national license school. Coaches
who receive tuition funding for a national license school must commit
to remaining a LOBOS coach for one seasonal year.
- The LOBOS Committee will review any multiple complaints or negative
reports concerning coaches and assistant coaches and take appropriate
corrective steps. Corrective actions may include counseling,
retraining or dismissal. Coaches may only be dismissed if corrective
actions have failed and two-thirds of the LOBOS Committee vote for
dismissal.
- The LOBOS Committee will arrange for and schedule practice/training
facilities for the coaches in an equitable manner.
COACHES' OBLIGATIONS TO THE LOBOS CLUB AND TEAMS As
a minimum all paid LOBOS coaches will:
- Attend all matches.
- Attend all team-training sessions scheduled during the playing
season, minimum two per week. During the non-playing season,
coaches may reduce this requirement.
- When assigned a coaching role, attend skills sessions and other
training sessions.
- Attend all coach's clinics.
- Attend all monthly coaches meetings with a completed coach's workbook.
- Coaches will evaluate players, in writing, at the end of the fall
and spring season. It is recommended the evaluation be reviewed
with the player in the presence of the parents.
- Work to guarantee all team players meet the standards for their
age group set by the Director of Player and Coach Development.
- Be familiar with the LOBOS Conduct and Discipline policy and their
role in that policy. Coaches will, at all times, control the
conduct and behavior of themselves and their teams so that the Association
and Town of Collierville are represented decorously.

LOBOS COACHES SALARY STRUCTURE
This enclosure to CSA LOBOS Policy No. 12
is based on a letter dated February 11, 1998 from Coach Chris Bartels
to Bob Caulk, LOBOS Chairman. The subject of the letter was "LOBOS
Staff and Camps". A copy of the letter is contained in the record
of the March 9, 1998 LOBOS Committee Meeting.
The salary structure
for the designated age-specific coaches. Their job description
would include responsibility for the development of all teams in their
gender age group to include coaching/assisting coaching those teams.
Inevitably, situations will
arise where the Director of Player and Coach Development may deem necessary
to adjust the above salary structure either up or down. The LOBOS
Committee must approve adjustments.
